Eduardo Castell

Eduardo Castell brings over 20 years of experience as a campaign professional and government executive. Until the end of last year, Mr. Castell served as Executive Deputy Comptroller for the City of New York. As a member of the Comptroller’s senior staff, he helped manage an agency with a $65 million operating budget, over 700 employees, and a pension portfolio exceeding $100 billion. Mr. Castell served as the chief liaison to federal, state and municipal governments and elected officials. He has testified extensively before the New York City Council and New York State Legislature and spearheaded the Comptroller’s legislative agenda and major policy initiatives.

Mr. Castell also has over 8 years of Congressional experience having worked for U.S. Representatives Nydia Velazquez (D-NY) and Ted Weiss (D-NY) as speech writer, Legislative Director and Chief of Staff. He drafted numerous legislative proposals, successfully worked to bring millions in federal monies to New York City, provided counsel on finance, banking, housing and transportation matters, and worked with the Congressional Hispanic Caucus to safeguard Title 1 and Federal bilingual education programs.

Mr. Castell also has worked on political strategy, field operations, GOTV, media and policy aspects of campaigns at the municipal, state and federal levels. Most recently, Mr. Castell was campaign manager for Bill Thompson’s impressive 2009 Mayoral run and served as the campaign’s television spokesman appearing in numerous interviews and debates. He also spearheaded Mr. Thompson’s successful 2001 election as City Comptroller, Rep. Velazquez’ re-election campaigns in 1994 and 1996 and GOTV efforts for Clinton-Gore’s 1992 combined campaign in Connecticut.
